Positive change begins with education

Mr. Stanley C. Yen, Chairman of The Alliance Cultural Foundation, states that we need to encourage one another, especially the youth, to take action. He urges the youth to take the courage to study overseas, acquire international exposure, and return to Taiwan to contribute positively to its society. Positive change begins with education.

嚴長壽:勇敢走向大海 再回台貢獻

近年來,「小確幸」成為顯學,公益平台文化基金會董事長嚴長壽昨天鼓勵學生出國留學,在那裡生活久一點,並進入頂尖的機構工作,「勇敢地走向大海,再回來台灣貢獻。」

嚴長壽昨天應邀前往中研院演講,他表示,「台灣退出聯合國以後最大的傷害,就是斷掉所有官員可以前往世界的管道,不管是預算或是英文流利的人才,都沒有了。」

除了希望年輕人多留學,他也說,政府沒培養公務員國際化的嚴重問題,自民國六十年到現在一直沒解決,且近十幾年來,「『海外人才』這項存款已經快被我們提光了!」

近十幾年不少學者歸國,卻少有新的人願意去國外待個廿、卅年,或進入世界級的研究機構,公家機關國際化已斷、海外學者也漸枯竭,是嚴長壽認為台灣國際化所面臨的最大問題。

過去嚴長壽代表亞都麗緻飯店出席國際會議,別人以為他在做旅館事業,他卻把這些會議當作國際交流平台,甚至一度代表觀光局等公家單位出訪他國,發現學到最多東西的都是自己,而欣喜不已。

不過,嚴長壽看到部會首長們覺得去立法院比出國開會重要,官員出國拜訪,有台灣人接待比和外國當地交流還重要,這些荒謬的「內交」,讓他察覺在台灣最富裕之時,大家卻忽略了「培養有國際觀的公務員」的重要性。

嚴長壽認為,政府應該讓公務人員到國外好好深耕、學習,不要老是砍這部分的預算,讓他們扎實地把學到的東西帶回台灣,幫助他們做事。近年許多人感嘆台灣不夠國際化,嚴長壽直言,「廿年前沒做,台灣現在沒有資格嘆氣、自暴自棄。」
