Nurturing Successful Learning Shelters
Due to the economic inequality in Taiwan, many children, particularly from remote regions of the country, are born into low income families with neglectful or abusive homes. Many learning shelters have been established in remote areas to provide underprivileged children with care, meals, and learning. More often than not, learning shelters struggle to efficiently managing its operations and experience shortage of funds, inadequate training of personnel, and resources.
In 2012, The Alliance Cultural Foundation (ACF) and Chengzhi Foundation joined together to help these non-governmental organizations (NGO) identify and tackle their problems, to provide them with the proper skills and to nurture them into running successful learning shelters to help/benefit more children.
The project aims to…
1. Identify operational problems, and to establish solutions
2. Provide the knowhow of creating a financial transparency for donors
3. Establish an electronic management system in each organization and its individual learning shelters, in place of handwritten paper documentation, to keep track of children backgrounds and records for future analysis
4. Consolidate and share teaching materials
5. Establish public awareness
ACF invites IBM and Microsoft to share project management skills to empower the NGOs management prospects. Additionally, ACF conducted two training workshops and monthly training programs for 18 NGOs, each with existing learning shelters which have been in operation for over three years and individually caring for at least 300 children. The workshops, led by Ji-Ren Lee, Professor of International Business at National Taiwan University, identified key problems, and established solid strategies to resolve the issues. The workshops also allowed NGOs the opportunity to share experiences, and resources to together create a successful positive impact on the communities.
